Should the Driving Age Be Raised?

Citing that car accidents are the leading cause of death for teens, the Insurance Institute for Highway Safety is recommending that the driving age be raised. While it's unclear exactly how the IIHS would prefer most teens perish, the group says that states like New Jersey—where the driving age is 17—have seen significant drops in the amount fatal crashes involving young people, and that requiring drivers to be older could save thousands of lives. Now, I totally support lowering the drinking age to 18—it's stupid that you can legally vote and join the military before you can buy beer—but I'm honestly conflicted here. What do you guys think? Is 16 old enough to drive?
